Shaanxi Pucheng Hehe Environmental Protection New Materials Co., Ltd. and Runyi New Material Technology Company Limited held a strategic cooperation signing ceremony in the conference room of Runyi New Material. The two parties reached an in-depth strategic cooperation on toll manufacturing based on the contract terms, with three representatives from each side attending the signing ceremony.

Shaanxi Pucheng Hehe Environmental Protection New Materials Co., Ltd., founded in October 2016 and a subsidiary of Hehe Group, is a high-tech enterprise specializing in the R&D, production, and sales of petrochemical additives. Its parent company, Shaanxi Hehe Chemical Technology Co., Ltd., has been recognized as a "Specialized, Refined, Distinctive and Innovative" enterprise by the Shaanxi Provincial Department of Industry and Information Technology, holds seven national invention patents with independent intellectual property rights, and has obtained four major management system certifications including ISO9001. Located in the Weibei Coal Chemical Industrial Park in Pucheng County, the company occupies a total area of 100 mu (approx. 6.67 hectares) and currently operates multiple production lines with an annual capacity of 15.000 tons of oleochemicals, 5.000 tons of refining additives, 9.000 tons of diesel anti-wear agents, 8.000 tons of fuel improvers, and 300 tons of triacids. With strong technical capabilities and standardized operations, its refining additive products have been widely used by multiple refining and chemical enterprises including PetroChina, Sinopec, and Yanchang Group.
As the service provider in this toll manufacturing cooperation, Runyi New Material Technology Company Limited was established in 2023 and is also located in the Weibei Coal Chemical Industrial Park. With a registered capital of RMB 5 million, the company focuses on R&D of new material technologies, as well as manufacturing and sales of synthetic materials. It has invested RMB 250 million in the "Annual Output of 5.000 Tons of Fine Chemical Intermediates Construction Project". The first phase mainly produces five types of fine chemical intermediates, aiming to promote the localization of intermediates for pharmaceutical and optoelectronic materials. Both the environmental impact assessment and safety facilities of the project have been approved by provincial authorities. In this cooperation, Runyi New Material will leverage its fine chemical production capacity formed through the project to provide toll manufacturing services for Pucheng Hehe Environmental Protection.

Signing Milestone: Toll Manufacturing Cooperation Enters Substantive Phase
During the signing ceremony, the two parties conducted in-depth discussions on the specific implementation plan under the contract. According to the cooperation agreement, Runyi New Material will provide standardized, large-scale toll manufacturing services for Pucheng Hehe Environmental Protection, leveraging its production line advantages and compliance qualifications in the field of fine chemical intermediates manufacturing to help Hehe relieve existing production line pressure and flexibly adjust production capacity. Meanwhile, starting from this partnership, the two sides will continue to deepen collaboration in resource sharing, technical alignment, supply chain management, and more.
The conclusion of this strategic cooperation marks a new stage for both parties, transitioning from independent development to coordinated win-win. Both enterprises are located in the same Coal Chemical Industrial Park in Pucheng County, geographically adjacent and highly complementary in their industrial capabilities—one possesses mature petrochemical additive product lines and market channels, while the other has newly built fine chemical intermediate production facilities and capacity reserves. Moving forward, the two parties will continue to deepen business synergy around the goal of "cooperation for win-win, creating the future together", jointly serve customer markets, and inject new momentum into the high-quality development of the new materials industry in Pucheng County.
